Well, they get to stay home, and continue to get payed, there full wages (so they can stay home for real). That way, they can stay home (self quarantine), and not spread, whatever they have, during a potential crisis, like the corona-virus right now, or anything similar in the future.

There is only one solution for you and yours. That is, being at least partially prepared, to stay home, in isolation as much as possible. Washing your hands routinely and daily, does make a different, in getting sick anyway (hands, soap and water). Cleaning too. I am in a place where people get the flu a lot. It does make a big difference, and cleaning too, of things people touch, and may sneeze on basically.
You do not want to get sick at all, and hence, then make it easier, to have other medical issues, that weaken your immune system, during a potential outbreak. Right where you are. Right in your community. Where your family is. Including that business owners family, and customers families are.
So a employee, in most cases, will have to stay home, for a week, lets say, in most cases. They need money for health care, like medicine too. Right then and not later. But maybe later too.
That would also mean, that they need enough money to stay home, and not spread, whatever they have (the actual purpose). So they need enough money to do that. If they are part-time, they still need enough money, not to have to go to other, part-time jobs, and still maybe spread infections. So, also enough money, to actually stay home, and self quarantine, and not maybe, make your family right there, sick or worst.
This is a real thing. We do not want this, or any virus, to have more hosts, to maybe mutate in, in this case. Right where you and your family is basically. Weird stuff happening, in that person, with maybe more than one illness. Using various doctor subscribed drugs, antibiotics, etc. Lucky so far.
Businesses and customers must be told, for something to be done. Other than just waiting, for it to show up, basically. Various proactive activities, at least in your own life, should be done, to limit the possible spread, of this virus. It's all about self quarantine in the end, even if not sick. If it comes to your community. To prevent you, and your loved ones, from getting sick, in any way. You do not want to go to the hospital for sure, where sick people are going for sure, and anywhere else, where people go. For a reasonable time period, like a month.
If you have the means, and your neighbours don't. Try to make sure they have basic foods anyways, and cleaning supplies, baby diapers, and such. OK. Peoples with no real choices. Who get blamed.
Based on my own personal experiences. You should act directly, with a single mother, for example. But very carefully so. Because of the people around her anyway. The type of people, in the apartment building, for example, maybe. She has no choices, because of who she is surrounded by, when the police are not there, but to be a certain way and maybe do certain things. Children too. If you think it is such a paradise, go live there yourself.
About your neighbour, next to you, and you family. Down the street from you, and your family. Poor or "I'm with stupid" attitude. Or not knowing what to do. Needs help. Cash for help, for those who can pay, and you can provide. Right then, you can provide anyway. It is not a crime to make a profit remember. That includes you.
