He was a local Texas sheriff that had his guys pull over hispanics and checked for immigration status, looking for illegals. Some judges said that was racial profiling and told him to stop. He said no and kept doing it and went to trial over it, being convicted of refusing to follow a judges order. He wasn't even sentenanced yet when trump pardoned him.

He got popular I think as far bac as the 1980's as the Sheriff that kept His imates in a tent city in the desert. No smokes , or Tv , He fed them Bologna that was out of date and stores would throw away . He made being in jail miserable and had a low repeat offender rate . Inmates respected Him but the liberals went after Him and eventually got Him on charges mentioned above .
