We here on the west coast knows a big one is coming, we just don't know when how big and where along the plate, though the concern with it being quiet, being quiet isn't uncommon nor does it signal something major is building, we have several hundred quakes a year along the coast, just because we don't feel them doesn't mean nothing is happening, we have what is called swarms all the time that's picked up by sound (P-waves) not seismograph. Also remember many of these quotes are taken out of context in order to sensationalize the story, last two days we had several 3.0+ in Oregon (with one from the juan de fuca plate) some deep some not so deep and not many people felt them at all.
Most of these stories scare people in the wrong way thus do little to educate the public, the essence of the story should be, 'we want you all to be aware and prepare the best you can and this is what we recommend... oh and by the way, you have a 1 in 50 chance of it happening in your life time'
