That and they knew the plant had been built on very low land KNOWN to sink during quakes and not building much higher Tsunami walls.From what I understand about Fukushima, there were repeated warnings, but the decision was made to ignore the warnings because acting on the warnings would have been an admission that something was wrong. So they just stuck their heads in the sand and hoped it would all just magically go away.
