In certian parts of the inner city in places like D.C. and Chicago (and possibly Seattle), cops are stopping responding to certain calls.

A guy holds up shooting cops. They respond with equal firepower and a number gets shoot or killed. A guy hold up sniping and we know where he is, we should just be able to call the local national guard, ask them to ride over in a tank, point it at the shooter. Bang! Problem solved.
