At least most modern nuclear plants do have a lot of fail safes. The big "IF" though, is that in a SHTF situation, will there be enough personnel there to enact them?
The one I had worked at for over 10 years had a good number of fail safes all the way up to scramming the reactors

SCRAM is an emergency shutdown of a nuclear reactor, though the term has been extended to cover shutdowns of other complex

We even had a system in place should there be a total offsite power loss (Nuclear power plants do NOT produce their own power. My understanding is it is against NRC Regs, CFR and common sense.) to include the emergency back up generators.
 
That's the worry. In a true SHTF event, we'll see a lot of folks in these kinds of jobs who instead of going in, go to their families, etc. Same with police, emergency workers, etc. The cops I know are some of the best guys around, but I can tell you that family will trump the job every time. They'll see to their family's safety first.
